[[Dula]] is an operative of the [[Obsidian Order]] working for the betterment of the [[Cardassian Union]]. His operational history with the cardassian Obsidian order remains unknown, although it was discovered that he was an active operator in [[Sector 6309]].

In 2414, he was involved in the overthrow of the government of [[Beta Aquillia IV]] by the [[Veil of the Sky]].  Although Gul [[Matan]] was the [[Cardassian]] known to the Veil, Dula was the Obsidian Order operative responsible for planning and executing the mission.

The real goals of the overthrow was to bring a confrontation between the [[United Federation of Planets]] and the [[Skorr|Skorr Hierarchy]]. To do this, the Veil of the Sky took hostage the [[Federation]] ambassador, while he and his operatives, disguised as [[Aquillian]]s took the Skorr ambassador hostage ensuring both parties would send a [[starship]] to address the issue.

Banking on the aggressive nature of the Skorr, Dula then planned to murder the Skorr [[Ambassador]], Toraz. Then, knowing that the Skorr would use military force to subdue the world, and that the federation would most likely intervene, would achieve his plan.

It was a daring and creative plan, with a fair chance of success.
