Vice-Admiral Thinn is an Admiral within Starfleet Intelligence specialized in Romulan Intelligence. He has several contacts within the Federation Council, the Romulan Senate and even the Tal Shiar, making him an influential person within Starfleet. He has also many operatives and bureaucrats working for him. His office his located on Starbase 718. He also happens to be a very close friends to Vice Admiral Beckett the admiral in charge of the 23th Task Force in Sector 6309.

Thinn has been particularly preoccupied with the situation of Quezal. Supposed to join the Federation, the Quezalth had surprisingly decided to rather join economically the Romulan Empire therefore allowing the very precious Aeghon to fall in the hands of a potential adversary. With a group of scientists, he theorized Aeghon was one of the mineral critical to produce Thalaron Radiation. He was the first to alarm Starfleet Command of the potential risk the Romulan Empire could be trying to rebuild Scimitar-class ships. However, his concerns were premature as the planet Quezal suffered from a mysterious antimatter explosion which, reacting with the Aeghon in the planet crust, caused a chain reaction that killed millions of Quezalth and the Aeghon on the planet.

Following the incident, the Vice-Admiral took over the investigation on Quezal to find out what really happened. (To learn more : see The Lesser Evil)
