Henry Jacobs stands tall at 6'2 as is standard for the male candidates of his genealogy. Both arms and legs are muscular and toned and fit his general sculpted look.
He has a unmistakable eye set as one is an ocular implant and is a different color that his other natural born eye. His hair is short and curly matching the texture of his facial hair that is grown from time to time. His skin tone resembles very closely the way he likes his coffee, 'caramel creamy'.

==Physical Description==
Miranda has maintained a very slender physique over the years never reaching a weight greater than 150 lbs. Her hair length and color remained the same for the entirety of her adult life.

==Education==
Miranda always had to spend more time with her studies as she dealt with a learning disorder. Her primary and secondary studies were completed on time but she had to miss out on many normal childhood activities to compensate for studying handicap. Miranda enrolled in Starfleet Academy in an attempt to follow her brother who had joined two years prior. While at the academy she received word that while her parents remained safe her childhood home was destroyed in a natural disaster fire. She found that her time at the academy was very difficult as she dealt with the distraction of losing her home coupled with a still very aggressive learning disorder and was forced to remain for an additional 18 months before graduation.

==Family and Background==
Her parents Israel and Yale Willoughby have no affiliation with Starfleet. Older brother Jonas Willoughby is a captain of a deep space station in the Beta Quadrant. No children.

==Pre-Starfleet History==
Miranda’s older brother made it his mission to leave the homestead and head for Starfleet; In doing so Miranda felt as if she had been abandoned by him and at first chance took off after him. She realized as soon as she arrived that she had not thought her decision through as she never was able to spend time with him while in the same academy. To add insult to injury once her brother graduated he was deployed to deep space in the Beta Quadrant where he remained throughout his career.

==Starfleet Career==
Miranda never made it out into the front lines of the fleet. She remained on Earth in the company of the admiralty as an adjunct carefully being cultivated to assume various leadership positions. Her proximity to Earth and Starfleet Command afforded her the opportunity to frequent academy grounds where she developed and maintained relationships with both the instructors and cadets.

It wasn’t until years later that her connections granted her a less formal presence on the grounds as attaché to SHQ. Her role on the grounds was to monitor the day to day operations and provide concise yet informative reports to the upper ups. Her appointment to Head of the Academy came as Admiral Jopek left to concentrate on being the 52nd Fleet Commanding Officer.

== Introduction ==

It has been a productive set of years.

The original reorganization of STF has led us through many twists, turns and through pitfalls. We now find ourselves standing firm in the face of yet another year in continual operation. And what a time it's been!

We still cling to the ideals in which we started, that we the Council provide a clean and fun place to meet others who share the same joy of writing and role-playing Star Trek. The Council has changed faces over the years; we've had our problems and our successes. And still, the Council and CO's list maintain the necessary balance for successfully running a large-scale game. With work, patience and a bit of luck, we will continue to succeed long after these first few years are forgotten.

The Council did originally compose of three members.

Jeremy Trout as Fleet CO and CO of the USS Boudicca. Anthony Keen as Fleet FO and CO of the USS Spectre. And lastly Al Muir, Fleet 2O and CO of the USS Nimitz.

The Council was then expanded to 4 members with Anthony Keen taking the role of Fleet CO, Liz Geuken coming in as the Fleet FO, Al Muir as Fleet 20, Alan Reading joining the team to take on the Fleet Medical position and Jeremy Trout moving to the Fleet Strategic Ops position. Unfortunately Liz, Jeremy and Al inevitably had to step down due to real life commitments and for a while the council ran with a compliment of just 2 players, Anthony retaining the Fleet CO position whilst Alan moved into the Fleet FO position.

For a while we were content to run with this make up but discussion soon began around the possibility of expanding the Council to 5 members as opposed to the normal 4. Liz Geuken then returned to the game once again and so the option of offering her a position on the Council was tendered and duly accepted bringing our compliment up to 3, albeit with Liz still operating in a reduced capacity due to continuing RL issues. The decision to bring the council compliment to 5 was then finalized and actioned, and with that in mind invites for new Council candidates were put to the player base which resulted in 3 new members to bring our working compliment to 5.

== Current Council ==

Our current Council make up now consists of - Anthony Keen as Fleet CO, Alan Reading as Fleet FO, Calvin Capps as Fleet Communications, Wes Harden as Fleet Tactical and Engineering, and Darryl McDaniel leads the Academy. It should be noted though that Liz Geuken also remains on the council albeit in a reduced responsibility role for the time being.

== The Purpose of the Council ==

The Council of Star Trek : Freedom shall be a separate ruling body, whose purpose is threefold and under constant revision to best suit the needs of the game.

1. To oversee operations of Star Trek : Freedom, and put into motion proposals and edicts for the good of the game.

2. To oversee larger conflict resolution that has progressed beyond a duty-station CO's ability to mediate. The reprimands and decisions of the council are both final and binding within Star Trek : Freedom.

3. To keep every member of Freedom informed of possible changes, and to carefully consider any changes that are mentioned or proposed by any or all members of the Fleet.

The power of the council is placed above that of the Duty Station CO's, though most routine decisions are made by a joint list of the entire COs. The Council has no say in the day to day operation of those vessels. Instead, their power rests in directing the Fleet as a whole to new paths and directions for the greater prosperity of all. The Council finalizes changes that will affect the whole of the Fleet, both in and out of game, and the Council also passes all items that change the way the Fleet operates.

== Requirements of a Council Member ==

In order to assure that those who would join the council are knowledgeable in Freedom matters and competent to command the squadron, the following conditions apply to all applicants to the council.

1. All applicants must have a PC in good standing within Star Trek : Freedom, and maintain that PC according to all posting rules during Council Rule.

2. All applicants shall have at least four months game-time experience (Academy time not included) in the game.

3. All applicants must be able to devote the needed time to council matters without having their duty stations suffer do to lack of attention. As a note, during normal weeks the council requires less then two hours of time. During events or special circumstances, it can easily hit a couple hours a day. Be aware of this in your considerations.

4. IRC Chats are no longer a tool used by the Council.

5. All Applicants must be approved for the selected council position in a unanimous vote by all current council members.

== The Council and Command Lists ==

All command officers of Star Trek : Freedom are on the Command mailing list, it is an excellent way for high command of the game to keep in touch. The council itself will use the command mailing list to pass down decisions, or proposals for discussion.

The Council itself has its own mailing list for council members to debate on, behind closed doors for privacy purposes. These mails will not be available for viewing without express council permission.

The command officers of Star Trek : Freedom will have every opportunity to pose questions and suggestions to the Council via the command list, and non-command officers will have access to the personal email addresses of Council members for reasons that supersede the chain of command. Otherwise, all suggestions should be routed through the chain of command, to the board.

It is not the intention of the Council to be hard to reach, or intimidating. The Council has been formed to meet and solve common problems that come with running a large-scale game with people of many cultures and creeds. Besides the obvious need for closed door decision making on delicate matters, everything else about the council and its proceedings will be open for discussion and questioning at will. Only sensitive or personal issues will be kept under wraps, until a decision is formed.

The Council will always provide motivation and reasons for its decisions, and any specific questions on past Council work can be directed in person to any council member via ICQ, Email or Command list (through your CO, in that case)

== The Chat ==

IRC or Chat is no longer a tool used by the Council. You may reach the council through the Forums or through a council member’s personal email.

== The Freedom Forums ==

The forums have often proved to be useful in passing down essential information to squadron personnel without flooding the lists. As of late, they have not been used for any official communication however, and that will change. It is the intention of the council to begin using the Freedom Forums as a primary source of information, and question answering.

If possible, we will get the CO's to once again take an active interest in their vessels' forums, at least. With work, the Freedom Forums can once again become a very useful tool of the Fleet.
