==Heirarchy== One delegate from each of Kintara IV's eight major cities sit on the ruling council with one of its number appointed as head of the council. The syndicate representatives vote on and enact law that applies planet-wide. Any point that lies within a grey area or outside of enacted laws is adjudicated by the councilor of that city and its environs. Syndicate representatives within all other areas including the frontier are responsible for policing their areas. The adjudication of laws is then obviously loosely applied and open to bribery and outright subjectivity which makes conditions rife for chaos. Planetary conditions however keep the Orion inhabitants working closely together so governmental authority is remarkably stable. Councilors tend to be appointed based on their wealth which equates to power and are therefore the wealthiest men on the planet and their ranks can change abruptly. They are also not opposed to taking money under the table.
