Born in the 32nd century, 

Toks served as a member of Starfleet as a Temporal agent fighting in the third intergalactic temporal wars and on assignment when forced to engage an especially unpleasant group of enemy, designated as “Kamakazi-Tme-Pilots.”

This depiction is made relevant by the fact that the pilots are sent for kamakazi style, one way attacks on time targets. Since the temporal devices utilized are not made for pilot safety due to the material availability of the components, travelers suffer near- irreparable p”time poisoning”. No pilot returns from the mission whether successful or not.

During one of his temporal missions, Toks  was inadvertently forced on such a temporal jump. En route he managed to thwart the destruction of the 24th century, Starfleet Intelligence Headquarters. 

Found with the dead, Toks survived  partially because of his Takaran lineage, but mostly  because of the intervention of 32century temporal agents medical personnel arriving to clean up the temporal issue, Tocks was bound within a certain temporal range of time.  He was unable to return to the 32nd century.  

Rather than stepping back and not interfering with the time, 24th Century Starfleet Intelligence offered him a commission and service as well as the liaison between SFI and the 32nd Century Temporal Intelligence Division when need arises. 

Due to his skill set and extensive knowledge,  his office created a position for him in Starfleet Intelligence to carry out the threats  in this time period and others, by temporal agents attempting to interfere with critical moments in Federation history, preventing paradox- level alterations, and alternate timelines. 

He is here on assignment by Starfleet Intelligence, the organization
