Layout:
Pillot and Gunner seated next to each other up front, with third seat for Mission Specialist.
Module Bay: Access top. Bay is designed to safely seat multiple personnel when no Module is in place.

Specific Notes:
During the SFMC 25th Century Project, it was noted that many factors limited scanning and transport beam from ships to surface, including ionic interference and enemy jamming. Further, need for forward troop insertions and support, as well as the need of Starfleet in general for a greater range of small craft options called for new approaches to small vessel's.
A purpose built vehicle was designed for the SFMC in a competition that began in 2399 between several off road vehicle companies. The end result was the Chesworth-FMC 'Sabre' Recon Speeder, a cutting edge Anti Grav Skimmer. With its tough hull and Polyduranide armor, adequate shielding and good self defense weapons, the Sabre was fast and tough of enough to avoid most fights, and fight until it could escape,
Special composites and sound suppression technology were incorporated into it's construction. Up to speeds of Mach 1, the Saber is both silent and stealth capable. At speeds above Mach 1, silence is lost, and above Mach 2, energy output is too great and the ship will read on sensors.
Using techniques and protocols set by Runabout Development, the Saber was given the capacity to add specific mission modules for humanitarian, defensive and scientific purposes. With its flat cargo/module bay empty, the speeder is capable of evacuating 2 stretcher casualties and a single corpsman to a field hospital in a short time, or carrying Fire Team/Work Crews of 6 equipped personnel.

More modules for Scientific, Humanitarian, and Defense, and more specific variants are under development or can be developed by Engineers and Science Officers on Starships and Bases.
It's only drawbacks are its need to be transported to surface by a Large Cargo transporter or Stallion Heavy Load Runabout, and its high maintenance requirements. Pending final review in late 2404, it has been made available Fleetwide.
