Before his political career, Severan was an officer in the Romulan military. He was first known on Romulus for his military accomplishments against Shinzon force during the coup d'etat. He repealed several attacks and was among the last captain to resist the coup d'etat. He was however forced to hide when Shinzon coup d'etat succeeded. It was however short-lived as Shinzon was killed and his supporter lost power. As the Romulan had no more senators, several military officers decided to fill the gap and Severan was one of the first to be convince to start a political career. He remained however in contact with the military. One of the crucial moment in his career was his contribution during the Dominion War. Lacking good commands, Severan returned to a command position in the military. He won several key battles thanks to his incredible military genius and returned to his political career as a hero.

Later on, in 2407, when Praetor Vrih lost most of his political support following the ratification of a modified Treaty of Algeron, Senator Severan succeeded to gain most of the senate and military support and was finally chosen to replace Vrih as Praetor.

After six years as a Praetor, the late discovery of the Subspace River motivated him to reopen negotiation over the Treaty of Algeron. The new circumstances in the quadrant militated for negotiation a new treaty. Foreseeing this new treaty, Severan convinced the Senate to contact the Federation and convinced the Federation to have preliminary talks on the subject. A first diplomatic meeting was decided to be held over Nelvana III. A Tzenkethi ship serving as a neutral ground for the negotiation, five ships from the Romulan and the Federation were allowed to attend it.
