The Advanced theoretical Technologies unit was formed in 2304 by Starfleet Command's Engineering Branch.  The unit consists of a select number of starfleet engineers that show exceptional design and deductive reasoning skills.  They are mandated to continue to push the forward envelope of Technology already in use by the federation, without the same bureaucratic limitations placed upon the Engineers responsible for maintaining and advancing the bulk of Starfleet Technology.

Although originally chartered only to advance existing technologies, thier role was expanded when it was discovered that Rodrigo Doenitz had employed those ATTU members remaining within his dictatorial Federation, to begin to develop new weapons, and to unlock the sectrets of ancient recovered alien artifacts, in the hopes of turning the civil war.
