==Physical Description:==

Bill has a strong athletic figure and he has a small mustash. He moves with fluid like motion a skill he has learnt from spending most of his time under water. He has a slight paleness to his skin due to the amount of time he spends underwater away from the sun. 

==Family:==

His parents died when he was very young and he was brought up by his grandfather who was a much respected retired Master Chief Petty Officer in the Federation Naval Patrol.

==Education:==

He had his education on in South Wales on Earth. He lived with his grandfather on the South Pembrokeshire coast who taught him about the sea.

==Pre-Federation Naval Petrol:==

Became a qualified salvage diver and worked for a wreck recovery company where he became a qualified master diver.

==Federation Naval Petrol:==

Joined the Federation Navel Patrol Academy where he excelled in submersible handling and maintaining situational awareness.

After completing the Academy Joined the FNP Submersible Tolerance as an Ensign as its Submersible Dive Master.

Promoted to Lieutenant J.G. and took the Boat Course at the [[Submersible Base Abyss]] which taught him the finger points of handling surface and subsurface vessels.

Transferred to the FNP Submersible Invincible as Third Officer of the watch and promoted to Lieutenant.  

He took the punishing Commanding Officers Qualifying Course to become an Executive Officer of the FNP Submersible Indifference and passed top of his class. It is a course which is the toughest in any submersible service and has a historical failure rate of 85 percent. On qualifying the course he was promoted to Lieutenant Commander.

Through the Deep Dive project he was assigned to the [[USS Serenity]] Deep Submersible Exploration and Rescue Vessel as first officer.

He became Commanding officer after being infected by a parasite life form by one of [[Sulia Madon]]`s operatives and took part in the mutiny to take over the ship.

The Serenity was attacked and boarded by ships and marines of the [[HAZ-SUP Flotilla]] along with elements of the [[52nd Fleet]] and attached Marine Corp.

==Current Assignment==

He and the rest of the infected crew has been removed to a quarantine facility for investigation and treatment.

==Medical:==

He has had a ruptured lung due to rapid decompression, an air embolisms and broken bones all due to diving accidents.

Scuba diving, Free Diving, Swimming, Snorkling, Reading, Walking
