The Vessel was in orbit around the planet [[Dovek II]] located in the [[Beta Quadrant]] near both [[Federation]] and [[Romulan]] space. The ship proved to have a massive energy beam on it's base. This beam was being used to scour away the surface of the planet, meter-by-meter.
