== History ==
 
Stover was born on Earth a long time ago. He joined Starfleet has an enlisted Engineer. Over 40 years of service, he was given an honorary commission of Lt. (JG) and sent to the Academy to teach cadets.
 
After two years at the Academy, Stover retired from teaching and from Starfleet. He spends his time on Risa. I think you know what he's doing there. ;-)
