Gaspar VII is an inhabited planet near the border of the Cardassian Union. (DS9: "Tears of the Prophets")
Captain Edwell was a native of this planet, but according to Commander Hutchinson he didn't look like other people from Gaspar VII. (TNG: "Starship Mine")
