Kelma is a Class M planet inhabited by the Kelmar. The planet is located on the edge of the border between the Orion Syndicate and the United Federation of Planets.
It is located in the Alpha Quadrant.
The planet is officially a sovereign trustee of the UFP. They do not vote in the council, and are free to conduct treaties and other political actions on their own. The agreement is fundamentally a mutual defense treaty by another name.
