After thorough discussion between their political leaders , a first diplomatic talk is finally agreed on between the two factions, to be held in the Neutral Zone over the planet Nelvana. Five ships on each side is allowed to attend the meeting, while all the other ships has to remain behind the Neutral Zone. Vice-Admiral Sinatra, and Ambassador Rhalk Tamir are leading the diplomatic mission on the Federation side, while [[Admiral T'Larod]] and [[Ambassador Ne'ran]] are the leaders on the Romulan side.
