The latest discoveries on the Subspace River and its ramifications have been a issue of particular concerns for different factions. With ships travelling at warp 9.9999, it has become impossible to efficiently patrol and protect the border. If the [[Treaty of Algeron]] has remained an efficient treaty for more than a century, the situation has changed considerably. Foreseeing the inevitability of a new treaty, and the years of negotiation that it will required, the Romulan Empire and the Federation has been in contact for several weeks now to initiate the first talk among many to come. After thorough discussion between their political leaders , a first diplomatic talk is finally agreed on between the two factions, to be held in the Neutral Zone over the planet Nelvana. Five ships on each side is allowed to attend the meeting, while all the other ships has to remain behind the Neutral Zone. Vice-Admiral Sinatra, and Ambassador Rhalk Tamir are leading the diplomatic mission on the Federation side, while [[Admiral T'Larod]] and [[Ambassador Ne'ran]] are the leaders on the Romulan side. If this talk is just preliminary, both factions realized what would be discussed might have an important impact on the future of the two factions and of the quadrant. Β
