It couldn't have been a member of the Federation, as this seems to conflict with "Call to Arms." It appears to be near Gamma Canaris N, [[Berengaria VII]], and [[Janus VI]].

The Tholian Assembly was the government of a race of crystalline beings that inhabited a region of space bordering the Federation and the Klingon Empire, known as Tholians. (TOS: "The Tholian Web")

In 2152, the Assembly was a faction fighting in the Temporal Cold War. (ENT: "Future Tense")

In 2373, the Tholian Assembly signed a nonaggression pact with the Dominion, and remained neutral during the war. (DS9: "Call to Arms")
