The SS Free Booster is known as a privateer which is a private ship authorized by a government with a letters of marque. This is a license from the government authorizing a person to attack and capture enemy vessels. The letter of marque gives the Free Booster the authority to attack and capture enemy or pirate vessels and bring them back to the Federation for trial. The known fact that there are Federation privateers is a closely guarded secret by Star fleet special operations.
