The syndicate representatives vote on and enact law that applies planet-wide. Any point that lies within a grey area or outside of enacted laws is adjudicated by the councilor of that city and its environs.
Syndicate representatives within all other areas including the frontier are responsible for policing their areas.
The adjudication of laws is then obviously loosely applied and open to bribery and outright subjectivity which makes conditions rife for chaos. Planetary conditions however keep the Orion inhabitants working closely together so governmental authority is remarkably stable.
Councilors tend to be appointed based on their wealth which equates to power and are therefore the wealthiest men on the planet and their ranks can change abruptly. They are also not opposed to taking money under the table.
Councilors appoint regional representatives who in turn appoint local reps who appoint any necessary ranks below them including enforcers (Roughly equating to a police force), Lieutenats and social services.

The Symbol of the Kintara Syndicate

The Kintara Syndicate is a sub-group of the Orion Syndicate with its base on Kintara IV after which it takes its name, the planet is located deep within Orion space and the males of that planet are highly sought after due to their craftiness and guile not to mention it has a somewhat heavier gravity than the other Orion worlds making its inhabitants more muscular and powerful.

The Kintara Syndicate then exists to provide intelligent muscle to the main body of the Orion Syndicate and has plans of its own.

One of its representatives is Lord Gled Forsch, a relatively young Orion male who worked his way up through the rank and file due to his brains as well as brawn and gained a sponsor who ranks just below the Syndicate council, it was due to his support that Gled's plan to establish a trading mission upon Starbase Geneva came before the ears of its ruling council.

His plan intrigued that body which then provided a ship and money to establish the mission on the starbase. The trading mission has been wildly successful though not overtly so as most of its funds have been gained through the buying and selling of information, establishing of lucrative contacts within the Beta Quadrant and the precision smuggling of valuable cargos. This smuggling is only done under well thought out conditions and spaced out so as to minimize Starfleet intervention.

Gled has amassed a growing personal fortune due to those business dealings below the surface and the money has been well spent in procuring information on many facets of the Quadrant which even governments that operate there such as the Federation are not aware of.
