She earned a PhD in Intergalactic Affairs and a Masters Degree in Federation Law. As in Primary School, Vell went on to become Captain of the University’s Debate Team and won numerous awards. While at the University she earned a 3.62 GPA.

As Provincial Governor of [[Cait]] Vell’s primary responsibilities are keeping control of the Caitain population and the monitoring the research facility that is developing biogenetically altered Caitains for use as Super-Soldiers.

Her primary responsibility was to keep the local government and population in check. As she had in the past for the Doenitz regime, Vell used her skills to keep the Cait population from openly rebelling while also keeping them in the dark as to what was happening on their world.

The [[Doenitz]] Government had made it very clear to her what would happen if she were unable to procure Caitain cooperation. While ultimately unsuccessful with the rise of the Caitain Defense Force and the strike by the Nimitz, she was able to spare Cait from the devastation of a Doenitz punitive attack until its liberation.
 
In the end when she learned of the attack on the facility and the destruction of the Doenitz garrison on world she was relieved to surrender to Captain [[Devan Sash]] and his crew and turned over terabytes of sensitive information to the Nimitz crew asking for protection and Asylum from the Doenitz regime.

Vell was granted political Asylum by Admiral [[Robert LoDona]] and is currently living on Starbase [[Geneva]]. After an extensive debriefing Vell was appointed as a special advisor to the Admiral's staff. She is currently undergoing counseling due to depression and posttraumatic stress syndrome.

Vell is a lover of organized sports, hiking and enjoys deep sea diving whenever she has the opportunity. She also enjoys dance and is a great lover of music of all types. In the little spare time that she has, she spends in her gardens where she grows numerous orchids and roses.
